 The Chemehuevi Tribal Council has delegated governmental powers to the Executive Committee. The Tribe possesses and may exercise all powers necessary or advisable to promote the welfare of its people as defined by the adopted Chemehuevi Tribal Constitution. The enumerated powers are subject to those limitations imposed by the Constitution or by applicable statutes of the United States.

  1. Conduct Governmental Relations: To negotiate with Federal, State, and local governments on behalf of the Tribe; to consult with the Department of the Interior on all activities of the Tribe which may affect the Chemehuevi Indians or the Chemehuevi Indian Tribe, and to advise the Secretary of the Interior on all Federal projects for the benefit of the Tribe or the reservation.
  2. Promote Health, Education, and Welfare: To promote the health, education, and general welfare of the members of the Tribe and to administer charity and other services as may contribute to the social and economic advancement of the Tribe and its members.
  3. Foster Traditions: To encourage and foster arts, crafts traditions, and the culture of the Tribe.
  4. Enact Codes and Ordinances: To promulgate codes and ordinances of land, water, and such other subjects as the activity of the Tribe may require and as are not inconsistent with the Constitution subject to any required approval of the United States Secretary of the Interior; and to enact an election ordinance which shall provide all elections procedures, including provisions for voting by secret ballot for the casting of absentee ballots, and for special elections.
  5. Manage Tribal Business Affairs: To borrow money and provide for the repayment thereof, to manage all economic enterprises and negotiate and contract on behalf of the Tribe, and to create tribally-owned corporations.
  6. Manage Tribal Lands: To imitate, approve, grant, or reject any acquisition, disposition, lease, encumbrance, or condemnation of tribal lands and to manage, protect, and preserve all lands, minerals, wildlife, and other natural resource of the Chemehuevi Indian Reservation. To initiate and administer and revoke assignments of Tribal lands to its members.
  7. Administer Tribal Funds: To create and maintain a reasonable tribal fund for administrative expenses of the Tribe and to provide for the remuneration of Tribal Council members and tribal officials as may be required; to administer any funds or property within the control of the Tribe for the benefit of the Tribe and its members; to make reasonable expenditures of available funds for tribal purposes including salaries and enumeration of Tribal Council members, officers, or employees; and to allocate tribal funds as loans or grants and to transfer tribal property and other assets to tribal organizations for such use as the Tribal Council may determine.
  8. Levy Taxes and Fees: To levy taxes or impose fees upon members and those doing business on the reservation.
  9. Employ Consultants: To employ legal counsel, the choice of council, and the fixing of fees to be subject to the approval of the Secretary of the Interior; and to employ consultants for the protection and advancement of the interest of the Tribe and its members.
  10. Distribution of Property: To prescribe procedures governing the distribution of property and the use of such property to the spouse of a deceased member with no children who are members.
  11. Judicial System: To establish a Judicial System.
  12. Enrollment Procedures: To establish ordinances not inconsistent with the Constitution of the Chemehuevi Indian Tribe, subject to the approval of the Secretary of the Interior where authorization by statute, governing future membership, loss of membership, and adoption of members; and to establish enrollment for membership.
  13. Special Elections: To call special elections according to Article 1X of the Constitution.

Duties & Responsibilities

CHAIRMAN

 

  • The Chairman is the chief spokesperson for the Tribe, represents the Tribe by name and title, and corresponds with other governments and entities on behalf of the Tribe.
  • Calls for and presides over regularly scheduled meetings of the Tribe Council, general membership and other special meetings considered necessary to conduct Tribal business.
  • Presents and explains the position of the Tribe on all matters of importance.
  • Delegates tasks to members of the Council and employees of the Tribe to assist in Council efforts, including but not limited to preparing reports, attending meetings, reviewing documents and implementing policies.
  • Coordinates with other work units and communicates directives from Council.

VICE CHAIRWOMAN

 

  • The Vice-Chair shall, in the absence of the Chairman, perform all duties and assume all responsibilities vested in the Chairman. The Vice-Chair shall upon the request of the Chairman, assist in carrying out the duties of the Chairman. Except as otherwise approved by the Tribal Council or the Executive Committee, the Vice-Chair shall be on the Reservation, available to perform the duties of the Chairman, any time the Chairman is sick, off the Reservation or otherwise unavailable to perform the duties of the Chairman.
  • Supervise the Tribe’s Realty Specialist to ensure all leases/permits are in compliance with their lease of Tribal Land, report monthly to the Tribal Council on the status of all Tribal leases and permits of Tribal Land, and carry out all Tribal Council directives pertaining to leases/permits of Tribal Land.
  • Ensure that the GIS/GPS Mapping System of the Reservation is in place and operational, including establishing a priority list for mapping the various areas of the Reservation.

SECRETARY / TREASURER

 

  • The Secretary/Treasurer shall keep the minutes of all regular and special meetings of the Tribal Council and of the general membership meetings and make copies available to the membership upon request.
  • Maintain the general membership rolls.
  • Act as the official custodian of all Tribal records including but not limited to: Tribal enrollment records; original Tribal Council Ordinances and Resolutions; minutes of Tribal Council meetings; real property records pertaining to the Reservation.
  • Act as custodian of all tribal funds; disburse funds in accordance with orders and resolutions of the Council. Account for receipts and disbursements and report the same in writing to the Council at all regular meetings, and be bonded in such amounts as the Council may provide.
  • Act as the official agent of the Tribe for purposes of service of process.
  • The Treasurer’s records shall be subject to audit or inspection upon the request of the Tribal Council at any time. An annual financial statement shall be prepared in a manner prescribed by the council and made available to the general membership.

  • Ability to attend monthly council meetings
  • Insurable by CIT insurance carrier.
  • Must be able to be bonded.
  • Valid Driver’s License.
  • As assigned.
